Any scratches are on the capsule, not the coin. Outer sleeves and box may not be perfect.
Each United States Mint Commemorative Coin contains .7734 oz of Silver.  (Prior to 2019)
Sealed in plastic capsule, with Original Mint packaging and  COA.
